The Network of Eritrean Professionals in Europe, NEPE,  is an independent organisation of Eritrean 
 professionals  whose objective is to facilitate the effective participation of its members in the reconstruction and development of Eritrea.
 
BY-LAWS

Network of Eritrean Professionals in Europe- Sweden NEPE-S.

Article I: Name

The name of the organization shall be Network of Eritrean Professionals in Europe- Sweden, hereafter referred to as NEPE-S.

Article II.  Purpose

NEPE-S is an association under which Eritrean professionals and academics in Sweden are organized to assist in the social economic reconstruction and general development of human resources of the country, in collaboration with the Eritrean governmental and non-governmental
organizations.

Article III.  Goals and Objectives

1.  Mobilizing human resources:

a) Establish a system of documenting profiles of Eritrean professionals and academics in Sweden.
b) Help the Country build its human resource base.
c) Promote the formation and/or strengthening of Eritrean organizations including, student associations.
d) Serve as mentors, and counselors to Eritrean children and youth in Sweden,

2. Reviewing curricula and Programs:

a) Participate in the process of need assessment relative to higher education.
b) Participate in the development of courses, review curricula and programs, and training programs.
c) Encourage and support members to write text books, manuals, and instructional material.
d) Provide expert advice and function as a consulting body to various governmental and non-governmental agencies.
 

3. Services, seminars and research:

a) Enlist the services of academics and professionals to teach and/or serve in development fields for short time duration or permanently.
b) Organize conferences, seminars, roundtable discussion, and workshops on relevant topics.
c) Conduct and publish research on relevant Topics,

4. Mobilizing Material and Financial Resource:

a) Campaign for donations of building materials and services, books, journals, equipment and supplies.
b) Prepare and submit grant proposals,
c) Campaign for funds.

5. Member Services and outreaches:

Provide a support system to members and non-members in realizing their educational and career goals.

6. Collaborate with other organizations:

Establish ties, and coordinate activities with other organizations in-side and outside Eritrea.

Article IV  Membership

1. Membership

a) Membership is open to all Eritrean professionals and academics, who subscribe to the goals and objectives of the Association.
b) Any Eritrean who possesses any profession achieved either by higher education or by practice is eligible for membership.

2. Duties

Each member shall pay annual membership fees in the amount of 100 Skr./year.  Members should participate actively in accomplishing the goals and objectives of the Association.

3. Members who fulfill their duties:

a) shall be able to vote and to be elected.
b) are entitled to full membership

4. Members who plan to provide services to the Government or non-governmental organizations are expected to inform and/or coordinate their activities with the Association.

Article V. Organizational Structure

The organizational structure of the Association shall consist of the General Congress and its Executive Committee.

1. General Congress shall:

a) comprise of all members of the Association
b) hear reports of the Executive Committee and the Auditor.
c) review reports, and make decisions.
d) amend the By-laws.
e) elect members of the Executive Committee.
f) elect an Auditor from the general membership
g) convene every year.

2. Executive Committee:

a) shall Comprise of a Chairperson, Secretary, Treasurer and six task force members.
b) The Chairperson, Secretary and Treasurer will be elected/replaced by members of the executive committee on a simple majority vote.
  i. The Chairperson shall lead the Executive Committee Meetings and repre-sent the Association     on all matters consistent with its mission.
 ii. The Secretary shall keep records and minutes and make correspon-dences.
 iii. The Treasurer shall be responsible for the Financial and material resources of the Association, and for fund raising activities.
b) shall be the official representative body of the Association.
c) Shall direct and implement the goals and objectives of the Associa-tion.
d) Shall establish standing committees (e.g. Public Relations, Human Resources, etc.) and task forces as needed,
e) Shall oversee the activities of the Association between meetings of the General Congress.  Shall administer properly controlled ballot votes for major decisions.

Article VI.    Fiscal Period

The fiscal year of the Association shall be September 1.

Article VII.  Quorum

A quorum shall constitute a simple majority (50% + 1) in meetings of the Executive Committee, the General Meeting will be convened by those who attend the meeting.  However, except for conducting elections, no other major decisions can be passed without The support of a simple majority vote.

Article VIII.  Dissolution

The Association can only be dissolved by a vote of 75% of the members in good standing.  In the event the Association is dissolved, its assets shall be transferred to the University of Asmara or to any other organization preferred by at least a vote of 75% of the members in good stand-ing.

Article IX.   Amendments

The By-laws of the Association may be amended by a two-third majority vote in the affirmative of the fee-paying members of the Association. Voting for By-laws amendment can be done by properly monitored vote in absentia.
